"What if there was a governing body?" I said, building on Noah's idea. "Something that could prevent supernatural creatures from causing harm to humans or to each other?"

"Like what?" Lucy asked.

"Like a council," Noah said. "With representatives from every supernatural species."

"Including witches," I added quickly.

Lucy considered this for a long moment.

"It would never work," she said finally. "Supernatural creatures are too chaotic. Too selfish. Too focused on their own power."

"Some of them are," I agreed. "But not all of them."

"Enough of them," Lucy said.

"Then what if the council had enforcement power?" Noah suggested. "What if it could actually punish supernatural...
