“What did you find out?” Steven, a lean but sturdy young man in his late forties, asked Joe, his short and robust partner, who had just stepped out of the administrative building of the City's secretariat.

Steve was sitting behind the wheel of a black van eating fries when Joe joined him with an absent look on his face.
